An act to add Section 14014.5 to the Unemployment Insurance Code, relating to workforce development.

Workforce development: mental health service providers: homelessness.
Existing law establishes the California Workforce Development Board as the body responsible for assisting the Governor in the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems to the needs of the 21st century economy and workforce. Existing law requires the board to assist the Governor in certain activities, including the review and technical assistance of statewide policies, programs, and recommendations to support workforce development systems in the state, as specified.
This bill would require the board to study how to expand the workforce of mental health service providers who provide services to homeless persons.
Existing law establishes the California Workforce Development Board as the body responsible for assisting the Governor in the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems to the needs of the 21st century economy and workforce.
This bill would state the intent of the Legislature to enact legislation relating to expanding the workforce of those who provide mental health services to “homeless persons” or “homeless people,” as specified.

The people of the State of California do enact as follows:
SECTION 1.
Section 14014.5 is added to the Unemployment Insurance Code, to read:14014.5.
The board shall study how to expand the workforce of mental health service providers who provide services to homeless persons.SECTION 1.It is the intent of the Legislature to enact legislation relating to expanding the workforce of those who provide mental health services to “homeless persons” or “homeless people,” meaning those individuals or families who lack or are perceived to lack a fixed, regular, and adequate nighttime residence, or who have a primary nighttime residence in a shelter, on the street, in a vehicle, in an enclosure or structure that is not authorized or fit for human habitation.
